Read Leviticus Chapter 1
Our Voluntary Will
And the LORD called unto Moses, and spake unto him out of the tabernacle of the congregation, saying,
Speak unto the children of Israel, and say unto them, If any man of you bring an offering unto the LORD, ye shall bring your offering of the cattle, even of the herd, and of the flock.
If his offering be a burnt sacrifice of the herd, let him offer a male without blemish: he shall offer it of his own voluntary will at the door of the tabernacle of the congregation before the LORD.

God Created us with Free Will
We learned in God's creation of man in Genesis that he was not forced to worship and obey God. God is the Absolute Sovereign, so He could have created man in such a way that they would only be able to worship and obey Him, but He did not.
God did not create a race of biological robots that were programmed to follow His own set of rules. God gave man rules by which to live with the CHOICE of following His rules or not.
Even when identical twins are born, they are unique human souls. Every soul via God's creation using the race of man as workers together with Him in the act of procreation is unique and free moral agents.
Romans chapters 9-11 covers God's sovereignty in His rule over men's wills. God CAN make any man do what He wants them to do and sometimes He does, but that is not "his default" position with man.
We all become recipients of salvation through God's mercy and grace and God requires that we respond positively to the light He gives us.
When God illuminates us to truth, he expects us to receive it and then pursue Him. God is always the fistr mover.
When Adam sinned, God sought Him out. Adam HID from God.
We don't FIND Jesus. He is not lost. We are lost. He is the Great Shepherd that seeks His sheep.
God reveals Himself to man and if he responds positively, God will reveal Himself to that man more. No man has any excuse for his lost condition. (Rom. 1:20)
God Calls Us and We Respond
Come now, and let us reason together, saith the Lord: though your sins be as scarlet, they shall be as white as snow; though they be red like crimson, they shall be as wool.
~ Isa. 1:18
28 Come unto me, all ye that labour and are heavy laden, and I will give you rest.
29 Take my yoke upon you, and learn of me; for I am meek and lowly in heart: and ye shall find rest unto your souls.
~ Matt. 11:28-29
9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.
11 For the scripture saith, Whosoever believeth on him shall not be ashamed.
12 For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.
13 For whosoever shall call upon the name of the Lord shall be saved.

16 I Jesus have sent mine angel to testify unto you these things in the churches. I am the root and the offspring of David, and the bright and morning star.
17 And the Spirit and the bride say, Come. And let him that heareth say, Come. And let him that is athirst come. And whosoever will, let him take the water of life freely.

God invites us to come to Him, He does NOT force us to come.
And ye will not come to me, that ye might have life. ~ John 5:40
